I did forget to return the questionnaire that was In The Chronicle, but I think that the issues concerned are thlli- cult to assess without a lot of knowledge of costs and operation of services by either city or region, whether or not there are savings, and how dillerent departments work so as to assess eTaciencles. It would seem to me that, for instance, the same amount of garbage has to be collected, so where would the savings come in when the same number of trucks and employees would be needed? My assessment would be that the questionnaire is valuable only as opmton, and not informed opinion Regarding members of regional councnl. Members of city coun- Clls should serve here so as to be current with the decisions and policies of the region, and to protect the individual cities in those decisions. Communication between the two levels would be much facilitated by representation on both councils. The two-tier system is working I agree that public tiansit is a regional Issue as it IS obvious that the Invades should be linked by public busses. - _ In a recent survey issued by the City ofWaterloo, 77 per cent of local residents indicated that the present Iwovuer system is work- ing satisfactorily. The only people who seem 10 be pushing for drastic change are Premier Harris and those in the local business community who are only interested in bottom-line economlcs.
