Roman Dubinski, a member of the Citizens for the Preserâ€" vation of Local Communities, told Waterloo city council Monday night the current twoâ€" tier system of government within the region was working well and only needed to be fine tuned. Dubinski was one of four delegations who spoke to council on the issue of possible amalgamation and/or increased rationalization of services within the region. "The econonnic vitality and enviable quality of life in Waterloo Region are comâ€" pelling evidence that the curâ€" rent twoâ€"tier system is basically working well," Dubinski said. "Rash efforts toward amalgaâ€" mation, driven less by eviâ€" dence than by ideology, risk serious damage to the vibrant communities that cuttently exist." Steven Gadbois of the Chamâ€" ber of Commerce of Kitchener & Waterloo and Donald Craig of the conservative business association both said they ultiâ€" mately favoured a oneâ€"tier sysâ€" tem of government within the region, and said they still largely supported a report they jointly issued on the rationalâ€" ization of local municipal serâ€" vices in June, 1996. During his presentation, Dubinski told council his group became interested in the local amalgamation issue in tidâ€"1997, when the provincial government began talking about merging the six municiâ€" palities in then Metropolitan Toronto into one big municiâ€" pality.
