My only option then is to leave the country. Howâ€" ever, if it is a provincial responsibility to legislate hats, I could end up wearing a 10â€"gallon hat or a Blue Jays cap or a Stetson and not have to leave the country but just move within it. That permits me to maximize my utility while staying in Canada. I surmise that Quebec would be more willing to stay if it is given independence on a number of issues but still remains part of the whole for defence and foreign relations. Now, if there is a further reason to look to the state or provincial Quebec itself, whether it has been under Liberal or PQ premiers, has built up an excellent strategy to modernize and to focus investâ€" ment strategy. The Caisse de Depot has taken government pension funds and has invested those funds wisely and according to Dr. Courchene at Queen‘s University, will soon be able to fiscally afford to be separate because of the strong financial clout it has through this vehicle. It must also be praised for adopting an integrated GST and PST, the only province to have the foresight to do that. Further, let‘s look at fiscal responsibility. Alberta has done much to be fiscally responsible during the Manning, Lougheed and Klein years (unfortunately the latter Lougheed and Getty years were less than stellar). Saskatchewan has had a checkered history as well but has been a leader in many ways. In 1995, the Saskatchewan government has been balancing its budget by increasing taxes and cutting expenditures. New Brunswick has a premier in Frank McKenna who is bright, responsible and is working feverishly to attract new business to his province. He has dealt with welfare in imaginative ways and is doing much to make that province lose the role it has played for many years as a haveâ€"not province. Let me first make the case garnered from personal experience, as a participant in or consultant to two different federalâ€"provincial negotiations. In both instances, it was my reading that the provinces had the upper hand in terms of the quality of civil serâ€" vants involved. I participated in the tax structure negotiations back in the 1960s (as a federal employee with Statistics Canada) and then as a consultant to the Ministers of Resources on a forestry contract around 1980 so the situations were quite different, sepaâ€" rated by time and topic and role. Yet, in both instances, Quebec sent topâ€"notch people. Ontario, Alberta and Saskatchewan were all extremely wellâ€"represented. The federal representatives in these instances looked weak and unable to logically develop arguments. Now of course, there were provinces which were even weaker than the federal government but I would put my trust in some of the provinces first if my life depended on it. I know there are groups of people, including many of my recent students, who do not trust what is happening at the provincial level and would rather have the federal government with primacy. This includes the Native Peoples and the National Action Committee on the Status of Women. However, evidence suggests that indeed givâ€" ing more authority to the provinces would be an excellent move. Business The federal governments of both the United States (Congresâ€" sional Republicans) and Canada (Federal Budget) seem to be willâ€" ing to give more authority to the provincial or state governments. More power to the provinces Many investors are confused. It appears befuddling when one mutual fund has a down year and another has a good year when both are classified as Canadian equity funds. This is often explained by the fund managers investing with different styles, growth vs. value, or in different types of companies, smallâ€"caps vs. blueâ€"chips. At one time or another each may have its year as the top performer.
