Increasingly, my neighborhood is experiencing incidents of vandalism and theft to private and public property. Countless nights, the neighborhood has had sound sleep disrupted by boisterous hollerâ€" ing of unacceptable language. It‘s very obvious that the offenders are students and they are not sober. I‘m requesting a noâ€"vote on the dance and am enclosing some possible remedies to help improve what is becoming a nightly event. 1. Have areas surrounding alcohol establishments patrolled by bylaw officers or university security one hour before and one hour after closing. 2. Stop serving alcohol at 11 p.m. In closing, I keep hearing how the uptown will prosper with the influx of people. After 9 p.m., the only prospering I can see is the owners of liquor establishments at the expense of anyone in the path of their patrons. Chairman Seiling believes that the impetus for any change of this type must come from the province. I believe that we have both the right and the obligation to solicit opinion from the voters on this issue. This in turn would pressure the provinâ€" cial government to recognize the view of the electorate. The best way to guarantee that the public is heard is to hold the plebiscite that I proposed. If Waterloo council approves, the voters in Waterlooo will have the opportunity to give their views on two questions. One, should the voters in the region be able to elect the regional chairman? (Currently, the regionâ€" al chairman is appointed by regional councillors). Two, should regional councillors be elected to sit on regional council and regional council only? (the mayors would still sit on both city and regional councils.) It is of interest to note that Chairman Seiling, at the last regional council meeting, called on the municipalities to back a review. Chairman Seiling further stated that the public should be part of this review.
