City may wind up in court over freeze on strip clubs lan Kirkby Chronicle Staff Moments after council slapped a hastily prepared freeze on further strip clubs in Waterloo, a businessâ€" man planning such a facility on Weber St. warned he would consider launching a lawsuit against the city. Andrew Lindsay had planned to open a strip club at 321 Weber St. N., near the Canadian Tire store. Council Monday voted to object to a liquor license application for the property, endorsing a staff report citing a zoning problem for adjacent parking. Minutes later they also voted to freeze future strip clubs until a study can be done recommending proper locations. Lindsay argued the city planning department had been aware of his plans for the site since January. "I would like to ask city council why they would allow Waterloo‘s Network to spend in excess of $750,000 and then put this bylaw in," Lindsay told council.
