For 10 years, Hopper was a senior petroleum adviser with A.D. Little of Cambridge, Mass., and served as a consultant to a wide variety of energy organizaâ€" tions throughout the world. In 1973 he returned to Canada to become assistant deputy minister for energy policy in the Departâ€" ment of Energy, Mines and Reâ€" sources and remained until his appointment as president and chief executive officer of Petroâ€" Canada in 1976.
