The City of Waterloo has scheduled a Public Meeting on May 4, 1988 at 7:30 p.m. in the Council Chambers, City Centre, 100 Regina Street South, Waterloo, to outline to members of the general public the advantages and disadvantages of electing a Municipal Council by a Ward or an Atâ€"Large System. This meeting is for the purpose of providing information to the general public. Public Meetings to debate the merits of a "Ward vs. an Atâ€"Large" System are scheduled for May"31 and June 1, 1988. Copies of the report of the Ministry of Municipal Affairs relating to this matter are available upon request at the City Clerk‘s Office, 2nd Floor, Waterloo City Hall. The following is a summary prepared by the Ministry of Municipal Affairs which outlines the Advantages and Disadvantages of the above noted > The election of a municipal council using the "atâ€" large" or "general vote" system provides, theoretically, the broadest electoral base of support of all elected officials. » _ Atâ€"large systems tend to emphasize the community as a whole rather than what ane might term the ‘"neighbourhood" as the basis for decision making. » _ Atâ€"large elections tend to complicate the task of the voter by requiring him/her to become informed on the policy positions of a large number of candidates. > Atâ€"large elections tend to favour incumbents more than ward elections because in the absence of party labels and platforms and given the long list of candidates, a premium is placed on name recognition as a means of deciding how to vote. This situation gives incumbents an obvious advantage. Since incumbents are favoured by atâ€" large elections, the level of electoral competition tends to be low. Serious candidates are reluctant to challenge incumbents and acclamations to office are commonâ€"place. » _ Atâ€"large elections increase the cost of campaigns and thus favour candidates with large organizational and financial resources and access to the media. RON KEELING 100 REGINA STREET CITY CLERK SsoUTH CITY OF WATERLOO WATERLOO, ONTARIO WARD SYSTEM It is generally accepted that the "ward" system provides voters with representatives who are more intimately interested in and more knowledgeable about the needs of the citizens in the wards they represent. Given this close relationship between the councillor and the elector, the argument has also been made that the ward system has a builtâ€"in danger of making elected representatives more parochial. To counter this view, proponents of a ward system, whether of the single or multiâ€" member type note that ward systems tend to produce better clarity, accountability, and representativeness. Under a ward system, the people have a clear and direct access to the municipal counciliors and to the decisions that they make. This enables them to express an informed opinion about the performance of their councillor and the quality of the services provided by council to the municipality, through the electoral process. At the same time, elected officials are provided with opportunity to test public opinion in the area which they represent. A ward system guarantees representation for the people of a given geographical area and improves their access to their elected representatives. For instance, the residents of any former police village or annexed area are guaranteed representation on the municipal council. A single or multiâ€"member ward system tends to disperse power. It might be perceived that it would be harder for a council whose membership represents diverse interests to act in unison. However, the smaller the ward the more responsive the council is to the needs of small groups in the community and the better representation of neighbourhoods and community groupings or settlements of defined natural areas. Ward systems tend to reduce the cost of election campaigns by reducing the number of electors a candidate must contact directly or indirectly. The more vqters a candidate must contact, the less he/ she can rely on personal energy and resources to publicize his/her platform. The larger the municipality, the greater the importance of organizational and financial resources and access to the media. As a consequence, the academic literature indicates that successful candidates in atâ€"large elections frequently live in the more affluent neighbourhoods and there are often large sections of the community where no elected representative resides. Ward elections not only reduce the costs of campaigns, they reduce the importance of the media and give subcommunity organizations more influence. Ward systems tend to encourage a high voter turnout. In a study prepared for the Waterloo Region Review Commission, it was shown that the level of voter turnout in municipalities with wards was consistently higher for the election years 1972, 1974 and 1976 than was voter turnout in municipalities with an atâ€"large system, during the same election years.
