Council responded by deferring the byâ€"law for further consultaâ€" tion with cat "experts", including veterinarians. A public hearing to allow citizen input will also be held, though no date was set. Irate cat owner C.W. Robinson told council the city has not proved that there is a problem with cats in Waterloo. He also cited "a physiological impossibiliâ€" ty" of leashing cats. The university announced last October the cultural program would be discontinued due to scheduling conflicts with drama classes. The agreement will go before council for ratification next Monday, and again for Budget ratification on March 21. The university Senate and Board of Governors will also be informed of the details, said Wright. The cultural program at the Humanitiee Theatre of University of Waterloo will be saved, following passage of a 5â€"year agreement between the city and the university. . _ Speaking of the agreement, Carroll said, "As far as I‘m concerned, it‘s a winâ€"winâ€"win situation. The city wins; the university wins; and the arts community wins.': â€" Under the proposed terms of agreement, the city will assume responsibility for organizing and managing the professional series program, and will assume liability for any deficits. Donald Roughley, the city‘s chief administrative officer, and a member of the committee, said the city expects to budget around $100,000 yearly to cover financial shortfalls.
