All legal opinions "will not be available to the general public pursuant to the provisions of the Municipal Act". Council was told that any legal opinion sought outside by a minority of council members would have to paid out of the pockets of the individual members. Coun. Andrew Telegdi, who has twice paid for legal opinions on contentious issues out of his own pocket objected. ‘"We don‘t have a heck of a lot of facilities available for individual counciliors to use...Minority positions should be pursued because it creates a better ciy hall. This (procedure) reinforces the status quo." Coun. Jim Erb replied, "I don‘t think that every time I‘m in a minority position I have the right to go out and spend city money to support it." Both procedures were passed by a majority of council, with Telegdi and Woolstencroft opposed.
