Although the "schoolâ€"based development plan‘‘ was approved in principle by the board last October, trustees took a cautious and critical approach to the proposal presented by senior staff during Thursday‘s threeâ€"hour committee of the whole meeting. They voiced a variety of concerns including cost, the role trustees will play and how schools will be able to communicate with residents, and eventualâ€" ly decided to send the plan back to staff for more information.‘"I‘d like to describe this plan like a sandwich. The bread is there, the butter is there, but I think the filling is weak," said trustee June Anderson. "As a trustee I feel we haven‘t been given enough ‘~formaâ€" Under the plan, starting this month each school in the Waterioo county system was to gather information from its staff, students, and the community to determine special needs and resources of the school, develop a plan to meet those requirements and identify one‘curriculum initiative" to be undertaken in the 1987â€"88 school year. "As a trustee I feel I‘m accountable for the decisions being made here. With this plan I‘m not sure I will feel that accountability."
