Public participation in the education decisionâ€"makâ€" ing process, as well as improved communication with its and students are key ingredients in a new threeâ€"year plan to shape the Waterioo public board‘s ‘"present and future goals, new directions and prioriâ€" ties." â€" Previously discussed by trustees and administraâ€" tion only in private meetings, the plan was unveiled to the public at a board committee of the whole session last Thursday. The document addresses such issues as the implementation of junior kindergarten, delivery of French language programs, establishment of preâ€" school nursery programs, and the development of longâ€"range plans for continuing, coâ€"operative and alternative education programs. This initiative, announced by Prime Minister Brian Mulroney, is the largest of its kind ever undertaken by any Canadian government on behalf of farmers. It is a national program that responds to a national need. It will help offset low grain and oilseed prices resulting from the subsidy war between the European Community and the A Helping Hand for Grain Farmers Trustees June Anderson and Sue Coulter mainâ€" tained that the word "community‘" should be used often throughout the document. They argued that it should be included in one statement calling for ‘"‘representation and participation in the decisionâ€" "If we do want to involve the community in decisionâ€"making we have to be clear about that...we must inform the community that we welcome their input,"" said Coulter. ‘"My concern is if we‘re so rnonâ€"specific about whose input we welcome, they may not know we mean them." The group agreed that forming an ad hoc task force to review the board‘s current communications ‘"‘Why write it if you want toa be vague...we have to be specific in the role of the communityâ€"that‘s the purpose of the schoolâ€"based plan," added Anderson. The threeâ€"year agenda identifies goals in four main categories: management and planning; staff developâ€" ment and leadership training; communications; program/service development, implementation and review. Waterioo trustee John Hendry balked at including a review of junior kindergarten in the plan, because it has already been rejected by the board. Trustee Twyla Hendry responded that the program should be included in the plan because a time may come when the board is forced by the Ministry of Education to implement it. practices, as well as establishing a communications department with a fullâ€"time communications officer are important goals. Also endorsed was a recommenâ€" dation to survey staff, students and community to gather information on "pertinent issues and identify emerging trends and new directions." .
