LETTERS Guaranteed incomes harm the poor When the federal Liberal Party holds its national convention in November, it‘s expected to endorse the introduction of a highly controversial scheme â€" a nationâ€" wide guaranteed annual income for all Canadians. The idea of guaranteeing an annual income regardless of personal circumâ€" stances is attractive to many â€" including conservatives â€" who see it as a method of streamlining our present patchwork inâ€" come maintenance system. The evidence, however, is that guaranâ€" teed incomes quickly undermine two key aspects of our society â€" the family and the work ethic. Will I get osteoporosis? Even if you have answered yes to all these questions and are perhaps at more of a risk at getting osteoporosis, you cannot just "get it‘"‘. It is not a disease really; it‘s a condition that takes a long time to develop. This is why it is so important for young children, particuâ€" larly young girls, to be forewarned about the risks. What makes this condition even harder to handle is that it is hard to diagnose. Xâ€"rays are not sensitive enough to detect a variance in bone mass until a great deal has been lost. They can show damage done to the bones once the osteoporosis has ocâ€" curred, however. I could go on to describe several new medical advanced techniques doctors and medical researchers are developâ€" ing, but however fancy, none of them know how to put bone mass BACK into the skeleton. fFeedback C & T 1(~ * ® P " f . If not you, your neighbor or relative. And be aware that the worse thing you could tell your dear aunt or grandâ€" mother is to rest in bed. Except for the recovery time right after the incident, the patient should be up and moving around to prevent any more bone loss and to help strengthen the muscles supporting the broken or weakened bones. Here are a few movements which you could encourage someone with failing bones to do: e stand with arms at sides and bend the elbows until the hands touch the shoulders e circle shoulders to the front and back e raise your arms straight in front and straight up to the sides e clench fists then relax e walk on toes (heels) e twist and rotate hands frequently e pelvic tilt It would for instance, make ableâ€"bodied Canadians less willing to work since they would be guaranteed a healthy wage by the government. Such was the case in the United States where lengthy, wellâ€"docuâ€" mented experiments lasting more than a decade have shown that stateâ€"guaranteed income systems cause recipients to work less. Threeâ€"year tests in Seattle and Denver showed that guaranteed incomes decreased hours of work for single males by 43 per cent and that much of that reduction resulted from men dropping out of the workforce altogether. Charles Murray, a leading authority on U.S. welfare policy wrote a comprehenâ€" sive study on the Denverâ€"Seattle exâ€" periment and concluded that guaranteed incomes most negatively affected wives and young males. Both these groups showed significant reduction of work effort when their incomes were stateâ€" telephone , cute, little French I‘m bored with my old Jean Dennison Kitchener Question asked on King St. in Waterlioo Help out the shopping list â€"â€" waddaya want for Christmas? guaranteed. The tragedy is that wives of poor men often represent for impoâ€" verished families a source of extra income that could push a family out of poverty. Likewise, young people are at a critical age when hard work and enterâ€" prise can lead them out of poverty. Also, a guaranteed income would disâ€" courage the poor from leaving depressed regions creating in effect, poverty traps. Extended Unemployment Insurance for instance, has created just such a poverty trap in the Maritimes. The unemployed in that region can depend on receiving benefits for 50 weeks after working only eight weeks. Canadian economist Jeanâ€" Michel Cousineau comments that ". . . in the high unemployment regions, the UI programme has a tendency to reduce the advantage of moving.‘" In the five years before UI benefits were expanded in 1971, there was a net outâ€"flow of 58,000 people ‘"By day and night, I am ever at your call, waiting for you to listen to my voice. I can make your heart of hearts throb with sympathy, or leap with joy. The current program on PBS, "The Day the Universe Changed," called to mind a little piece 1 read entitled "A Book Speaks." Here‘s part of it: ‘‘Neither time nor space can exist for me. The ancient past, the fleeting present, the marvels of the future; all are inscribed upon my leaves. I am both the bright lamp of knowledge for the child and the understanding companion of the aged. *‘What people prize above all else is written within me ... the discoveries achieved by scientists with toil and years of struggle, the splendid lines written with heart‘s blood of unrecogâ€" nized poets, the revelations of prophets â€" all are of my vast treasure. *‘*Sometimes, I endure for centuries; again, I may fade in a single year. James Burke, referring to instruction, in the aforementioned program said: ‘"Where once you needed the physical presence of people, to learn how to do things, now you could hold their minds in your hand." We shall never know the extent of knowledge lost to us through such destructive events as the fall of Babyâ€" lon; the burning of over half a million scrolls in the libraries of Alexandria; and the libraries destroyed in the sack of Rome. An analysis of the Seattle and Denver experiments with guaranteed incomes found marriage separations increased by 36 per cent. As one analyst put it, guaranteed incomes tell the father that he is dispensable. The state becomes the faâ€" ther. The Liberal Party should therefore think twice about adopting a policy which would create a culture of poverty and dependence. The real answer is to cut taxes â€" personal and business â€" to promote an expanding Canadian economy with more jobs for everyone. ‘‘*More trust between the Amerâ€" icans and the Soviets during the arms negotiations," â€" Colin Brown National Citizens‘ Coalition Jonathan Mailton Kitchener
