Notice is hereby given that pursuant to Section 61, Section 208 of the Municipal Act, R.S.0., 1980 the City of Waterioo has passed a Byâ€"law for licencing, regulations and governing lodging houses and keeping of lodging houses, and for revoking any such liâ€" cence. The objective of the Byâ€"law is: 1) To provide for safer and more comfortable lodging. 2) To provide for safety, health, property maintenance and zoning regulations. 3) To provide for Universities and owners to recommend approved housing. 4) To provide the neighbourhood with protection from unfavourâ€" able impact of lodging houses. 5) To ensure communications between civic agencies and educational institutions. 6) To assist in the monitoring of supply of accommodations for lodgers. A ‘"Lodging House Class One" is defined as a Lodging House where four or more people are harboured, received or lodged in a dwelling unit in addition to the proprietor and his family related by blood or marriage or adoption, or six or more persons are harboured received or lodged. A ‘‘Lodging House Class Two" is defined as a Lodging House where four or five persons are harboured, received or lodged without a proprietor. The Byâ€"law requires a proprietor to apply for a licence by October 1st, 1986 and a renewal no later than April 30th of each following year. Acknowledgement of an application to licence will require the lodging house to comply with the Zoning Byâ€"law, the Fire Code and certain sections of the Property Standards Byâ€"law and inspections will be conducted to ensure compliance within a reasonable time.
