The objective of the Byâ€"law is: 1) To provide for safer and more comfortable lodging. 2) To provide for safety, health, property maintenance and zoning regulations. 3) To provide for Universities and owners to recommend 1 approved housing. | 4) To provide the neighbourhood with protection from unfavourâ€". able impact of lodging houses. 5) To ensure communications between civic agencies and educational institutions. 6) To assist in the monitoring of supply of accommodations for lodgers. A ‘"Lodging House Class One‘" is defined as a Lodging House where four or more people are harboured, received or lodged in a . dwelling unit in addition to the proprietor and his family related by blood or marriage or adoption, or six or more persons are harboured received or lodged. A ‘"Lodging House Class Two" is defined as a Lodging House where four or five persons are harboured, received or lodged without a proprietor. The Byâ€"law requires a proprietor to apply for a licence by October 1st, 1986 and a renewal no later than April 30th of each following year. Acknowledgement of an application to licence will require the lodging house to comply with the Zoning Byâ€"law, the Fire Code and certain sections of the Property Standards Byâ€"law and inspections will be conducted to ensure compliance within a reasonable time. The licence fee is $50.00 (fifty dollars). Application forms may be obtained at Waterloo City Hall, Finance Department, Marsland Centre, Waterloo, 2nd Floor.
