Chronicle Staff The federal government would not be doing young people any favors by implementing youth programs today that they would have to pay for in the next 10 to 20 years, says Canada's minister of state for finance, Barbara McDougall told a group of students and business- men at a Wilfrid Laurier Univer- sity speaking engagement Fri- day that the message from Ot- tawa these days was cost cutting, to try and gnaw away at the annual deficit, which is predicted to be $29.5 billion by the next fiscal year.
