Epp responded that four days of debate would be inadequate, pointing out it would allow each member of the legislature only 10 minutes to speak. He said it is difficult to look at anyone convicted of impaired driving as criminal. He said those convicted don‘t think of themselves as crimiâ€" rals. * "They don‘t intend to kill anyone and they are ordinary, law abiding citizens. It‘s very difficult to fit these kind of people into the general scheme of law. By and large they are good people and they don‘t intend for their actions to hurt anyone."‘ Rosenberg suggested that the Drinking and Driving campaign stress fatalities more so than consequences. He thinks educating the public of the fact that impaired drivers are criminals would be more effective. "Why not show them as criminals? Show them arrested and why not show them appearing in provincial court with the rapists, muggers and real criminals? Maybe it‘s time people understood it is criminal. In my Epp replied by pointing out that most provinces in Canada do not require residents to pay for their health care, and he attacked the "regressivity"" of the preâ€" mium. "If you earn $10,000 a year or $400,000 a year, you still pay the same premiums ... we just want to be fair with the Ontario public," he explained.
