It was a new feeling for Kim Miller, a Grade 6 student at Elizabeth Zieglier School in Waterioo. Kim wrote and illustrateg her own Christmas story and had a chance to try it out for the first time this week on Grade 1 student Kao Chium Saepan. Students in Grades 3 to 6 have been studying children‘s literature and preparing the Christmas stories for the past three months. They will now become part of the school library collection. Program coâ€"ordinator Irene O‘Toole explained that this winter SHINE "has broadened" its proâ€" gram, providing lowâ€"cost student help for those living on a governâ€" ment supplement, and more costly services for those who can afford it. Waterloo‘s bylaw states that snow and ice must be removed from sidewalks within 24 hours of a snowfall. However, a complaint must be lodged before city will step in and make a property owner clear his walks. The fine for failing to do so is $28. Waterloo‘s practice is that after a complaint is made, the walk is inspected and, if there is a probâ€" lem, a warning letter is left advisâ€" ing that the property owner has two to three days to clean the sideâ€" walks. If a return inspection shows that the warning has been ignored, the fine is levied. According to Vic Hiebert of the city‘s engineering department, so far this year, 115 complaints were filed concerning improperly cleared sidewalks, although no charges were laid. "Our inspectors worked harder to talk with the people â€" they know they have another chance before they‘re fined, and in almost 100 per cent of cases they coâ€"operated," said Hiebert. Hiebert noted that because the inspector checks out the entire block and not just the one property, often two or three warning letters are left.
