Certainly it is, though for some reason a county court and Ontario court of appeal ruled overwise in 1980. It's a stinking practice, one that takes advantage of the crucial crunch on available housing in Waterloo during the school year, and one that unfairly tars an entire student population irresponsible thanks to the proverbial few bad apples. So now, under our new Charter of do's and don'ts, the UW Federation of Students with the backing of a good many other Ontario universities and colleges is taking a test case before the Ontario Supreme Court, claiming pro-rated rent violates both the Charter and the Ontario Human Rights Code. The judge has reserved his decision in the case and students everywhere are keenly awaiting the outcome. The students are deserving of sympathy and support, especially in economic times when they are fortunate to have two coins to rub together, but they are also certainly taking a huge gamble in a situation where precedent has clearly been set. For years, all students have taken the rap for the inexcusable actions of the aforementioned bad apples. Cases of wilful vandalism, incidents of rent-skipping, and protests of substandard housing receive big play in the media, and in the long run, the entire student populace ends up in hot water over it. Pro-rated rent, especially at the conveniently-located Waterloo Towers (focal point of the current brouhaha), is but one of the kicks in the teeth the many must put up with for the indiscretions of a few. True, no one is twisting anyone's arm to live there, or anywhere else that maintains the practice, but that doesn't make it right. Sadly, given the track record of Charter tiffs, the situation isn't likely to change. Because I write a syndicated column, I've been put on the hit list of some public relations outfit in New York. As a result, 1 receive a stream of garbage mail contain- ing fascinating material about some prod- uct or other that is being pushed by the PR Usually, 1 spot it right away and toss it in the round filing cabinet without even opening it. 7 7 But it is said the only causes worth fighting for-are the lost ones, and if the local students can see a flicker of light at the end of the Charter tunnel, why not pursue it? I took another look at the heading. spotted the apostrophe. and now it made sense. A brewery will deliver heat and hot water to a hospital. As part of its brewing process, the brewery used to end up with a lot of excess heat that must be cooled before it is released into the air.
