The Macaulay Report maintained that the ministry could get the best value for its investment in the arts by exhibiting restraint in its own operation. It stated that the province contributes only 9 per cent of the actual expenditures on the arts, with the remainder coming from other levels of government. This is the lowest percentage for any province in Canada. and is in fact only so per cent of the average level. A survey sponsored by the committee discovered that 53 per cent of the province is prepared to spend up to $25 per person per annum more in this connection through taxation. Hugh O'Nvil cited the fact that Ontario's spending on the arts has declined by over 20 per cent since 1978/79 levels. and quoted from the Report, "We believe that unless there are increases in the provincial subsidy to the arts. in part to correct the erosion caused by information, we could lose some of our most exciting talent and we will have squandered much of our sizeable investment."
