Chronicle Staff Ontario‘s Liberals are hard at work trying to sell the provincial government and the public on their new proposal to create jobs for the province‘s unâ€" employed youth. Unveiled last week in 15 simultaneous media conferences across the province, the Liberal program proposes to spend $100,000 during the next year to proâ€" vide some 14,000 unemâ€" ployed youths between the ages of 18 and 24 with jobs paying the minimum wage. (Continued from page 1) appointed by council, and if further appeal is necessary, to the countyâ€"court. ‘"‘This is the first step here today." said Waâ€" terloo North MP Herb Epp, at a press conferâ€" ence in Waterloo to announce the proposal. Slomke noted that ‘"negative aspects" of such a bylaw include increased municipal administration costs and private costs to upgrade buildings, an intrusion into private property rights and the possible involvement of the city in private *"neighborhood vendetâ€" However, he added, these are outweighed by the benefit to the community arising from such legislation. At the suggestion of mayor Marjorie Carâ€" roll, the report was referred to the city‘s business â€" development director, fire departâ€" ment and chamber of commerce for comâ€" _ ‘‘This report is too important to rush through quickly," she supported the bylaw Frustrated youths target of program Bluevale collegiate institute KRT cheif Chris Mowbray gets a face to match the clown costume she sported for the school‘s Hallowe‘en Day last Thursday. (We‘ll) be encouraging the govâ€" ernment to implement this and we hope they will see the wisdom of the program we have before us and adopt it." ‘"We‘re not trying to replace present proâ€" grams, we‘re trying to gauge the program for hardâ€"core youth, those continually frustrated Program particiâ€" pants would have to have been unemployved for 20 weeks to quality and be willing to spend six hours a week on educational upgrading as well as four hours a week on employment counselling. saying, "We‘ve got a lovely city, but we‘ve got a few places that are sore thumbs in the middle ... if you can‘t do something about the sore thumbs, it gets pretty frustrating." ‘ Control â€"â€" Carpet Cleaning Inc. Typical jobs created would be: homeâ€"care services; trail buildâ€" ing, stream bed imâ€" provements:; clerical and cataloguing; outâ€" reach assistance to elâ€" derly and handicapped people; assistance to teachers and nurses; groundskeeping:; genâ€" eral maintenance; reâ€" habilitation of historiâ€" cal buildings. Epp added that alâ€" though 28,000 Ontario yough would qualify for the program, previous experience with govâ€" ernment employment programs indicates less than oneâ€"half would apply. Financing of the proâ€" gram would not result in an increase in the provincial deficit, Epp stressed. "Interest the province is paying on the losses of Suncor would cover the proâ€" gram ... there‘s thouâ€" sands of acres of land in their land banks they could sell ... the money could be found in other areas." Tourism development framework presented The paper recommends that the chamber continue to be responsible for tourism promoâ€" tion, but that "to facilitate more effective planning of a longâ€"term nature," the current budget/grant system be changed. Rather than allocating funds each year, the study suggests the city enter into a contract with the chamber, first for two years, then for three, to be reviewed annually. Entitled A Twoâ€"Year Tourism Strategy Framework, the report is ‘"a discussion paper‘‘ written after ‘"a year of meetings, discussions and soulâ€"searching,"‘ said Mark Dorfman, chairâ€" man of the chamber‘s tourism committee, as he presented the 17â€"page document to council. *‘We ask that it be taken, read and discussed, so we can find a mechanism by which we can flush out the important issues and take action on tourism development," he said. Dorfman told aldermen that tourism annually brings some $25 million into Kitchener and Waterloo, and as such should be "realized as a vital element of this community‘s economic deâ€" velopment." Chronicle Staff In a move to increase the number of tourists visiting Waterloo each year, a Chamber of Commerce task foree has produced a frameâ€" work for a city tourism development strategy, which was presented to council Monday. As well, the paper recommends that the city produce and distribute additional literature dealing wih Waterloo‘s attractions, and that efforts be made to develop activities and facilities which would attract visitors in the offâ€"season months. Of crucial importance in preparation of a plan of action is compilation of accurate tourism statistics, the report says. Therefore, the group supports Waterloo‘s participation in the Minâ€" istry of Tourism‘s Municipal Development Planning Program. ‘"‘The discussion paper comes from our realization that tourism is more than maps, glossy brochures and souvenirs,"" said Dorfman.
