Artist's illustrations in the report show a treed Regina Street, lined with one and two- storey buildings. East of Regina, Herbert Street would be closed to traHic and the area adjacent to Laurel Creek would become a small square with fountains and outdoor cares, to be known as Regina Court. An innovative multi-million-dollar'strategy for the rede- velopment of Regina Street from William St. to Elgin St. was outlined in an II-page report, prepared by city planners and the Waterloo Business Development Committee. It was presented to council Monday. "Urn very pleased with it ... the plan gives us a starting point. I know you can't repro- duce a concept plan. but it gives people a sense of direction. of where we would like to end up." commented Mayor Marjorie Car roll in an interview. The strategy will now be distributed to all landowners in the area, as well as agencies and businesses "interested in" core development. City staff have been asked to prepare a de- tailed financial analy- sis of the concept. and the extent of the city's financial commitment to it. "That's the next big step _ to look at how we can phase it. op- tions on how we can deal with it from a financial standpoint," the mayor said. Carroll added one feature of the plan which makes if "ac complishable" is that it doesn't involve "one Changing face of nursing Spiffy plans designed for Regina Street SEE PAGE 5 massive development that has to be done all at once. We can work at it piece by piece until it's a put to- nether." The redevelopment of Regina Street was a major recommenda- tion in the Woodxtlor- don Downtown Water- loo Study, done in I981. As of Sept. I. I983 all school buses in Ontario had to be equipped with a new safety device called a stop arm. The attachments. which take the shape and color of a regular stop sign. are found on the driver's side of the bus. The stop arm is extended by the drive when the bus comes to a halt and flashes its red lights, serving as an additional reminder to motorists that they must stop for the stopped school bus. Failing to stop for the school bus is a chargeable offence. Motorist fines are now $128 and six demerit points for a first offence. Repeated offenders can face a jail sentence. The theme for the promotion is “mind that child." It is strictly common sense and aware- ness that we should all follow safety rules and regulations at all times - but IeCs make a special effort this week, School Safety Week.
