When they are sick, hurt or frightened, the distinctive red and white Block Parent sign, displayed in apâ€" proximately 10,000 homes in the Waterloo region, spells one thing to children in trouble â€" safety and a secure refâ€" uge. (Through the Block Parent program), ‘"homes are designated as safe homes where children can turn to in time of need. The red and white sign indiâ€" cates to the child that there is a responsible adult there that is willâ€" ing to help," explained Constable Roland Pike, who has supervised the Block Parent program in the Waterloo region since it was established in 1976. During the week, there will be displays set up in most major malls in the region. ‘‘Volunteers will be there to answer quesâ€" tions and applications will be> available for those who want to be Block Parents or are interested in working in the Block Parent organization,"‘ said Kathy Renner, publiciâ€" ty director of the Waâ€" terloo Regional Block Parent program. The Block Parent program originated in London, Ontario, esâ€" tablished in 1968 after a young boy disappeared on his way to school, explained Pike. His at the body was found several days later in a ditch and subsequent invesâ€" tigations showed that he had been sexually molested and murâ€" dered. A group, spearâ€" headed by the Jewish Women‘s League in London, developed this program, modellied after a similar one that had been run in the U.S. under a different name. The program came to the Waterloo Region in 1976 as a pilot projâ€" ect in four Forest Heights area schools. "It was started by several women in the area who were conâ€" cerned with the safety of their children," said Pike. Run coâ€"operatively by the police departâ€" ment, public and sepaâ€" rate school boards and a volunteer Block Parent bureau, the highlyâ€"successful pilot program soon expandâ€" ed to 132 school areas under the supervision of Pike. It is currently sponsored by the Canâ€" ada Safety Council and is funded by the Waterâ€" loo Region. Even though 10,000 Block Parent signs have been distributed to residents in the Waâ€" terloo region, Pike said that, with people movâ€" ing in and out, there is always a need for new volunteers. Anyone over the age of 16, whether a homeowner or apartmentâ€"dweller, is eligible to be a Block Parent. *‘*People think that, because they don‘t have a child in school, they can‘t be a Block Parent but that is not true. Anyone can be," said Renner. The duties of a Block Parent are simple. They are asked to put their Block Parent sign in a visible place, eiâ€" ther a door or window, only when they are available to help. She added that while newer neighbourhoods tend to have several Block Parert volunâ€" stant need for more volunteers in older areas. Before any apâ€" plicant is issued a Block Parent sign, he/she is carefully screened by police. ‘"The sign is there to show whoever passes by, either children or adults, that this is a safe place to come when they need help. If someone comes to the door, they (Block Parent) should offer assistance when they can,"‘ said Renner. Block Parents are not expected to adminâ€" ister first aid or acâ€" tively involve themâ€" selves in a dangerous situation. But, if a child or aduit comes to their door needing help, they are asked to offer shelter, call the child‘s parents or, if necesâ€" sary, the police departâ€" ment. Working in coâ€" operation with both the public and separate school boards, Block Parent organizers disâ€" tribute kits containing games, quizzes, postâ€" ers and teaching ideas to every school in the region. Safety officers visit the schools to reâ€" inforce the message so that, when they are in trouble, children. will know how to locate a Block Parent. And while most chil dren may never have to go to a Block Parent for help, Pike said that being able to create a safe environment for children in their own neighborhood makes the program worthâ€" while. ‘‘The child safety factor is utmost. If a child gets in trouble in between school and home, if he knows he can go to a safe place for help, it will give him a sense of security he should have," he said.
