Throughout the 1982 election campaign for school board trustee this topic was one which resulted in many questions being asked and many opinions being offered. Before we deal with some of the differing opinions, I shall provide some information to answer your many quesâ€" tions. Background o0 & The topic of lunch hour supervision became an issue in 1980 as a result of a memorandum from the Ministry of Education which stated that the school building is to be made available to students at noonhour, that Boards must provide lunch hour supervision and that Boards are prohibited from charging any fees for so doing. At that time our Board policy permitted students to remain at school for lunch if they lived further than one mile from the school. * â€" Lunch hour supervision in the elementary schools At the same time there was a growing demand from parents throughout the county for lunch hour supervision at the school. This demand stemmed from the fact that there was a rapidly growing number of families with two working parents and of singleâ€"parent families. Teachers and principals were being faced with the pressure of meeting these parental demands but without adequate facilities to do so. Aware of the need to resolve this issue effectively. our Board established a committee to develop and proceed NOW WITH TWO LOCATIONS IN WATERLOO 12 UNIVERSITY AVE. E. 95 BRIDGEPORT RD. Policy Statement â€" Noonhour Super_vi_sion â€" 'As':'n vr'eâ€"sâ€"l;lvtï¬(;rthe é)iperience and information gained through the pilot project, The Waterioo County Board of Education adopted the following policy, dated May 20, Whereas the Board has an obligation to provide zroperty for and to supervise adequately pupils in its care and Whereas the Board of Education recognizes that additional supervisory assistance may be required at schools where students stay for lunch at noon time _ It shall therefore be the policy of The Waterloo County Board of Education to provide suitable facilities and appropriate supervision .during lhe_ noonhpur period. However, the adoption of this policy statement required the purchase of suitable, portable furniture for the schools and the hiring of lunch hour supervisors paid at the minimum hourly rate. Because of the $1â€"million cost, the Board agreed to a gradua! phaseâ€"in lasting at least four years. After the phaseâ€"in there will be an annual cost to the Board for supervisory help of at least $213,000. Some have asked me if it is fair that they decided to sacrifice an income and have one spouse stay home to care for the children. Some tell me the program is being abused and used as a babysitting service for parents who want to shop or can‘t be bothered supervising their children over the noonhour. They go on to say that in cases where the fee for lunch hour supervision would be unaffordable, principals could be given discretion to waive the fee. _ I would be plearsea’to receive your obinions about lunch hour supervision and they can be sent to me at 52 Ridgeview Crescent, Waterloo, Ontario N2L 2P9. However, another group, made up not only of parents but also those who have no children in school, feel that this is a nonâ€"educational or social responsibility and that educational taxes should not be used to cover the costs of lunch hour supervision. In a tight fiscal era with increasing and costly educational responsibilities, such as the Special Education Bill, they wonder how far taxes can be stretched to meet nonâ€"educational burdens.
