Every person who is unemployed and wishes to receive unemployment insurance benefits must come down to the centre to ml out a dual-purpose registrar t,tion/insurance form. Those exempted are women on maternity leave, those who are injured or ill and members of a union. At a time when unemployment has reached record levels and more and more people are using the services of the Canada Employment Centre Waterloo branch manager Jim Parkes and Al Green, supervisor of Operations Unit, are anxious to dispel the myths and prejudices that exist about the centre. The Canada Employment centre first opened its Waterloo location at 232 King St. N. in 1975. At that time. it was only an employment branch and did not offer full employment/insurance services until 1979. Although the form automatically registers the indi- vidual for unemployment insurance, each person is obliged to update the registration monthly by notifying the centre that he is still unemployed and looking for a job. This, explains Green, is a simple method of purging the centre's files of outdated' information and of avoiding duplication. Those. who do not inform the centre regularly of their employment status, lose their registration. Ofrieiais at the fitter, Employment Centre realize that entering their off e is an intimidating experience for many people. Some feel a familiar tightening in their stomach, others refuse to come at all. The woman entered the ortice of the Canada Employment Centre in Waterloo after hesitatlng a few moments at the door. ' Hen hands trembled visibly as she stepped up to the nearby reception desk. When asked by a counsellor it something was the matter she replied, "I don't know. l_'m always nervous when I come into a government " 7 "We want the people to know that we are here to help them," said Green. "Now this office can serve all their (employment) needs." says Green. "If we cannot directly address the problem, we can make referrals." The centre is designed to meet every employment need, but many people are unaware of the number of services that are available to them, free of charge, Just a call or a visit away. "We don't have time to tell people about all the services that are available to them," says Green. "We hope people will use a little initiative on their own and ask us. Unless they let us know. we won't know their needs." The completion of the form not only entitles the individual to receive unemployment insurance (U1) benefits, but also to benefit from the many services provided by the centre to help the unemployed person find another job. This is as far as the process goes for most people. They receive their insurance benefits after a brief On completing the form. the individual is interviewed by an employment/insurance officer. The purpose of the interview, says Green, "is to review with him (the unemployed person) any job possibilities that exist locally or otherwise and to review the application for unemployment to check details." " battery of aptitude and Interest tests are administered by the counsellor to help the individual determine the type of job he would be suited for and would enjoy. . Choices, a computerized inventory of occupations developed by Canada Employment and immigration. also assists in career selection. The system. not only provides information about career, but after processing information about the individual‘s personal employment needs, also narrows down the number of job possibilities that should be considered. But there are many other services offered by the Canada Employment Centre to help the individual find a new job. The National Job Bank is a computerized listing of all job vacancies throughout Canada. For those seeking a career change, the Job Bank may be beneficial in determining if there is any demand for the job he is considering. Others. who are unemployed but willing to relocate in another city, may use the system to discover if there is a position open in their field in another part of the country. In a tight job market to ensure that the individual gets the job he is after, good job search skills are a must. The Canada Employment Centre in Waterloo offers Creative Job Search Techniques, an ongoing program that not only teaches the individual how to write a proper resume, but also how to make an effective presentation of the skills he has in an interview situation. 7 The centre also works closely with area employers and the provincial government to provide industrial training so that new skills can be learned while on the job. In such cases, the centre's mobility program will provide financial assistance to help him travel to another part of the country for an interview or to relocate in another city. In an attempt to make unemployed persons more employable, the Canada Employment Centre also sponsors many training programs. These Manpower training programs are administered locally by Cones, toga College and provide such critical skills training as welding, metal machining. and in some cases. academic upgrading preparatory to the skills training. "We work closely with the college. We tell them what we are going to need in the future and they provide the program." says Parkes. The program uses a positive approach to make people aware of the skills and knowleage they have. "It acts as a confidence builder," he adds. Green emphasizes that although the centre in Waterloo provides both employment counselling and unemployment insurance benefits. the emphasis is on employment. "We want people to know that we are here to help employers find the right kind of worker and to help the worker find another job as good or better than the job he had." "We vastly underrate our abilities. capabilities and usefulness to others," explains Green. “Out philosophy is that people are looking for work, not for unemployment insurance," he says. a counsellor "to see if there is any possibility "in the person might need (further) assistance."
