â€" The cities‘ habit of taking water from your rural community. â€" y â€" Take any of these circumstances and you‘d probably view the subject of water supply as a contentious issue. .. * But generallyâ€"speaking, *"*most people take water for granted ... I think I do myâ€" self," said John Pawley, the regional direcâ€" tor of water supply. **% That‘s not to say people are indifferent to the continuation of a goodâ€"tasting water supply or they don‘t heed restrictions placed on their lawnâ€"watering practises. When the region asks the public to cut down on their water consumption ‘*‘it just stops overnight. We have a tremendously cooperative public.‘‘ ‘‘I‘m aware of water waste‘‘ and it bothers Pawley to walk down the street and see people sprinkling not only their lawn but their driveway and sidewalk as well. However, the regional director of water supply is not the type of man for ‘"personal confrontations‘" with such people. In the Twin Cities, homeowners are only allowed to water their lawns on certain days.. For instance, people who live on one side of the street may be asked to water their lawns only every second day and the people across the street on the alternate days. s y â€"During the summer, the Kitchenerâ€"Waâ€" terloo Water Use Index has been published daily in the local newspaper to show resiâ€" dents ‘*where they are in pumpage and our ability to pump water." 7 The Catholic Youth Orâ€" ganization (CYO) will hold a ‘‘Fun Fest" on August 17 at Our Lady of Lourdes Parish, 173 Lourdes St., West, Waâ€" People will call up to complain about their neighbors if they don‘t follow the reâ€" gulations or they may even confront the inâ€" dividuals themselves. He explained some people cannot. always adhere strictly to the lawnâ€"watering reguâ€" lations because they have plans on certain evenings or are away from home. But as long as they remember not to water their lawns every day, that‘s alright. The fun fest, which runs from 9 a.m. to § p.m., will include breakfast, mass, sports and new garmes. The cost for the day of acâ€" tivities is $2 and the fun fest is open to students from grades 9 to 13 (children aged 13 to 18). For more information call the CYO office at 744â€"7001. In Cambridge, lawnâ€"watering regulations have not been necessary because the city has a greater supply of water due to having more wells. A Currently, the local engineering departâ€" ment is in the process of coâ€"ordinating a policy on water usage. - **Even if the program works loosely," that‘s okay in Pawley‘s books. f Besides the responsibility for the wholeâ€" sale supply of water to the area municipaliâ€" ties, Pawley‘s division is involved with the development and operation of all wells and the delivery of the water to storage faciliâ€" ties in each municipality. One proposal which will soon come under the scrutiny of regional council is a cash rebate program to homeowners and builders who make their homes more water efficient. "I, personally, don‘t have a good feel for the savings," Pawley said. The director is involved in many water supply development projects and his role in the division is basically planning and budâ€" geting. < The water conservation group, which inâ€" stigated the proposal, carried out several studies on the feasibility of the program but according to Pawley ‘"they assumed a lot of things may happen‘‘ which will result in money savings for the region. By Marg Kasstan A tremendous increase in your water bill. A water tower proposed for your backâ€" CYO fun fest ‘"On the whole, it‘s fairly easy to enforâ€" Keeping taps on region‘s water CLIP US FOR $ 2-00‘."5'.:{"&7".;?."'.:"%.’2?02 CONNIE The program would cost between $100,000 and $150,000 to implement and the success of the program, once in place, would be "a very difficult thing to meagure ... it may take many, many years before it is obvious it has been successful." Currently, Pawley supports theâ€" West Montrose proposal but he said if it‘s proven that "we can do it without the Montrose, I‘ll go along with that. I‘ll draw back on my argument ... I‘ll look back and review some of the alternatives."" One of the biggest challenges Pawley has faced since he became regional director of water supply in 1973, "has been changing the attitude of the senior staff and poliâ€" ticians‘‘ from *"pipeline oriented to supâ€" porting development of water supply localâ€" ly." : One aspect of Pawley‘s job is studying fuâ€" ture water supplies like the West Montrose Dam and Reservoir proposal and improved river management. f «* 8 Since Pawley graduated from the Univerâ€" sity of Toronto in 1963 with a degree in civil engineering and in 1964 with a degree in sanitary engineering, he has worked priâ€" marily in water supply. Subsequen/tly. residents in Kitchener, Waterloo and Cambridge can look forward to the continued use of ground water and the Grand River "well into the 20th Cenâ€" tury." f E *‘There are so many statements about our drinking water, I can‘t get upset anyâ€" There has already been a slowdown on population growth, the regional director Another issue he has beerâ€"caught up in is the fluoridation of Waterloo‘s water supply. ‘‘*Most warnings by doctors and scientists are unsubstantiated,"" he said. § Before joining the region, he worked for seven years as an assistant to the Kitchener Water Commission and for two years with the Ontario Water Resource Commission. Pawley is convinced that fluoride is good for one‘s teeth. Both his daughter, Saâ€" mantha, 11, and his son, Robert, 9, have used fluoride tablets since they were very young and neither have had a cavity, he said. * Being streamlined into aâ€"strict water mold ‘‘doesn‘t lead you anywhere, doesn‘t broaden you. _ T Fe ) Being regional director of water supply is "a very nice job but for a person with a lot of ambition it probably is not enough. _ "I really like working for the region, livâ€" ing in the region but from a professional standpoint it really is not enough ri i Since D‘Arcy Dutton resigned as regional engineering commissioner, the region‘s enâ€" gineering department has been operating without a commissioner. _ Before leaving, Dutton had suggested that perhaps his department could run without an engineering commissioner but Pawley is of the personal opinion that some one is needed at the helm of the departâ€" ment. When 41â€"yearâ€"old Pawley is not working, he is kept busy running (about 35 miles a week.) He is very active with the YMCA, the Ontario section of the Amnerican Water Works Association, the Federated Appeal and the two private companies he has an inâ€" terest in. + Yes!
