It is a linking up of not only the existing naâ€" tional parliamentary groups for world government, but also those individual leâ€" gislators around the globe who share the goal of replacing international anarchy with the rule of law. & s At the end of July, I had the honour of leading an allâ€"party delegation of Canaâ€" dian Parliamentarians For World Order to the 18th Congress of World Federaâ€" lists in Tokyo. ‘The Congress provided an opportunity for Canadian Members of Parliament to meet many of their Japanese counter* parts and, given the Hiroshima obserâ€" vances, disarmament was the concern in everyone‘s mind. At present, there are P.W.O. groups in the parliaments of Germany, France. Great Britain, U.S.A:, India, Denmark, Norway and Japan as well as Canada. There is a worldâ€"wide membership of over 600. Parliamentarians For World Order is forming transâ€"national task forces of M.P.‘s to work on specific aspects of world order â€" such as world security and the strengthening of global development institutions. A task force of legislators simultaneously promoting a proposal in twenty world capitals will have a strong impact. f The organization is also working to inâ€" crease the role of parliamentarians at the United Nations. Consequently. Canaâ€" dian and Japanese delegates at Tokyo finalized plans for the forthcoming meeting of P.W.O. to be held at the U.N. on September 23rd 1980. That will be the day following the address on Disarmament and Northâ€" South Relations by Hon. Mark Macâ€" Guigan. Secretary of State for External Affairs. Hon. John Silkin, M.P". Chairman of the Briâ€" tish Parkhamentary Group, who believes that the time has come to reassert the need for the United Nations Security Council to have sole possession of all nuâ€" clear weapons. He argues that inâ€" dividual national control of such arâ€" maments has reached unacceptable levels. This proposal will also be disâ€" cussed at the U.N. meeting of Parliaâ€" mentarians. An opportunity was also provided to visit Fujitsu Limited in Kawasaki. Fuâ€" jitsu produces the Facom computers and is one of the largest industries in Japan, employing some 32.000 people â€" no less than 10,000 of whom are working on research and development. Discusâ€" sion took place on the exciting anc enâ€" couraging potential for the application of computer technology to the challenâ€" ges of world peace. _ _ _ â€" _ As Chairman of Canadian Parliamenâ€" tarians for World Order. I spoke to the 18th Congress of World Federalists of the serious efforts that must be made to develop a ~political will"* for disarâ€" mament. international development and strengthening the United Nations. This generation of **will"" requires the action of concerned citizens writing and speakâ€" ing to their Member of Parliament. Governments must first be inâ€" fluenced. The United Nations is a reflecâ€" tion of national attitudes, and will not become more effective on its own. The work in our area done by such groups as Project Ploughshares of the Canadian Churches. the Centre for Peace and Conflict Studies at Conrad Grebel College. and the Mennonite Cenâ€" tral Committee should receive enâ€" couragement from the pending announâ€" cement by the Japanese government that. despite intense pressure from the U.S.A. to up its defence production, it inâ€" tends to increase its Official Developâ€" ment Assistance during the forthcoming vear.
