After Friday‘s severe storm, he suggested that a munâ€" icipality should have the power to shut a city down when weather â€" or other environmental conditions â€" make travel of any sort unsafe. We agree. â€" Presently there is no clause in a municipal act giving a city or town that kind of power. And there should be. Some essential services should remain operational, but most residents should be told to stay home. Clearing the streets of all civilian traffic would make clearing operations much easier, since abandoned vehicles wouldn‘t hamper cleanup crews. _ Storms like the one that battered our area last Friday should be considered disasters. Closing a city completely is the best way to deal with such a disaster. â€" â€'71‘7henlpotential danger in a storm like Friday‘s is evident when we hear the number of deaths attributed directly or inâ€" directly to the weather. _ _ o . . If the municipality had the power to close business, inâ€" dustry, schools and the rest of the city, there would be conâ€" sistancy throughout the area. The power to close the city would only be used in extreme conditions â€" such as Friday‘s â€" and even then would require approval from the mayor and City technical staff. Such legislation would be costly in terms of dollars. It‘s expensive to close a city for an hour, let alone a day. None the less, it would ensure the safety of residents who might otherwise be endangered by inclement conditions. Emergency measure is needed Emergency officials such as police, fireâ€"fighters and hydro employees cannot do their job properly in such condiâ€" tions. They can‘t be responsible for the safety of travellers and in fact they‘re endangered themselves. Page 6 â€" Waterioo Chronicie, Wednesday, April 11, 1979 _ An emergenéy measure would also make the job of radio, and television easier since one announcement would inform all residents that the city is closed. â€" CoStly as it might be. such an emergency measure would be worthwhile if it saved one life.
