I think that the downtown is the "heart" of a city and must be kept strong and viable. The downtown is a place for doing business. entertainment. eat- ing out. and meeting friends. It is the focal point of Waterloo's community life. Smart looking. profitable retail stores are the key to a strong downtown. These stores are mainly locally owned and operated. which also adds to our community spirit. However, the 1974 Urban Renewal report also recommended more downtown parking and downtown beautification. These parts of the plan have not been implemented. The parking is insufficient and the tree planting and beautification programme almost non-existant. In fact in 1977 the few trees in the downtown area were cut down. This can be rectified - in the case of the parking shortage. the province has a programme of low cost loans to provide parking for cities of more than 30.000. Waterloo should apply for one of these to develop more downtown parking. There must be more tree planting, benches. transit shelters and general beautification in the downtown area. This expenditure can be jus- tified in order to preserve the commercial heart of the city. Moreover. these downtown stores pay extensive taxes.
