Council has asked for the incentive to lure young families to the downtown area, in an effort to increase enrollment at Alexandra School. Increased enroll- ment would mean that kindergarten classes at the school would not be eliminated. Waterloo county school board projections indicate that only 13 pupils will be enrolled in the kindergarten program this fall. City Council has asked the Administrative Commit- tee to investigate the possibility of providing some form of incentive which would encourage young fami- lies to purchase homes in the city's central core. The Administrative Committee's report said that "there is no legal way of granting tax concessions as a form of incentive. Also, there is no authority in the Municipal Act which would allow City Council to pay an incentive bonus to any purchasers of property in the central core. " The Administrative committee was unable to “come up with any suggestions which might en- courage young families to reside in the downtown area." Carlane Gall of Waterloo was runner-up in the Miss Nude World contest. Waterloo council decided Monday to award a one- year contract to Superior Sanitation of Kitchener, to collect newspapers for re-cycling. Superior presently has a re-cycling program operating in Kitchener. Under the agreement, Boy Scouts and church groups will still have the right to hold newspaper pick- up programs. The city will not make any money from the contract, but will save money through a reduction in garbage pickup. The Kuntz family home, located on the grounds in front of the Labatt's Brewery on King St., has been designated an historic site by Waterloo council.
