Regional: the number of phone calls he receives, said Mr. Young. Nonetheless, he is optimistic that public underâ€" standing and interest in regional government is on the upswing. There is ‘"not as much blind objéction."‘ One reason is the public has had more examples this past year of where the region can help them. For example, regional council kiled an idea to conâ€" struct a *arbage recycling plant near Breslau, responding favourably to concerns expressed by Bresâ€" lau and area residents. Another example is the region‘s help in pushing for the implementation of market value assessment this year throughout the region to solve tax inequities in parts of Kitchener and Cambridge. It‘s an issue where the region has no official role but they have pursued a solution with the province. _ But there were disappointments, the major one being council‘s recent rejection of a uniform sewage rate throughout the region. _ _ _ _ 80 "I hope the issue isn‘t closed," Mr. Young said, "*Eventually, I think it will come back." _ {s Kitchener and Cambridge councillors voted unanimously against the policy which would have cost their cities money over the next few years to the benefit of the five other municipalities. But Mr. Young felt the proposal would have provided help to people who needed it at little cost to Kitchener and Cambridge. The growth of parochialism, which was reflected in that decision, is a ‘"‘case of reluctant progress", he says. Council is still making progress in that area but it‘s a case of two steps forward for one step backward. He will be unveiling early this year a scheme to establish a citizens advisory committee on waste management, a problem the region will have to grapple with in 1978. _ ____ _ _ _ o However, he doesn‘t give blanket support to citizens committees since they can weaken the authority of elected officials if too much thinking is delegated to citizens groups. ‘"People elect you to make the decision and do the job. You‘re really copping out if you don‘t."‘ Five years ago, Mr. Young did not have a master blueprint as to where he would like to see the reâ€" gion be after his term of office. But within the proâ€" vincial legislation setting up the regiop, there were some specific target dates for some projects, such as the completion of an official plan, dates which have been met. "I had hoped we could meet those deadlines and essentially we‘ve done that." o o â€" And he will leave his job at the end of next year with a feeling that he did the best he could do.
