Council decided Monâ€" day night it‘s going to do its darndest not to raise taxes next year â€" despite numerous new costs the city will have to bear, and rising existing ones. Council adopted Ald. Brian Turnbull‘s motion to establish policy for no tax increases in 1978 for municipal purposes. Ald. Turnbull said the city‘s wants and needs varies considerably with the amount of money it has to spend, and that budgets should work from a firm ceiling. He calâ€" culated that actual city spending could increase by fourâ€"perâ€"cent, based and no tax hike. Moreover, Ald. Tumnâ€" bull said he‘s confident cutbacks in city services will be nonâ€"existent, or so small they won‘t be noticed. But from a staff view point, the prospects of keeping taxes at the same level appear dismal. City treasurer Don Schaefer said it would be a ‘"very interesting fiscal experâ€" ience,"‘ to comply with council‘s suggestion. However, the city is faced more than a dozen increase next year, inâ€" cluding new contracts for city employees, operâ€" ating costs for three new city facilities. In addition, the city‘s public transit deficit is expected to rise by about 10â€"perâ€"cent, to $60,000, and the city faces inâ€" creased costs for street maintenance. On the other hand, revâ€" enues are difficult to preâ€" dict, but the city‘s surâ€" plus will be substantially lower than last year‘s $593,000.
