This plan is an "idea‘"‘ document which outlines a number of conâ€" cepts which might be used to improve the downâ€" town and make it more attractive to shoppers and potential shoppers. Some of the suggestions are very interesting, such as those which would widen the sidewalks and provide plantings of 3% to 4 inch trees. Street lighting oriented to pedestrians is also menâ€" tioned. These suggestions in turn open up poSâ€" sibilities for outdoor restaurants, overhanging canopies, etc. The latter would definitely serve to make the downâ€" town more attractive in summer months. Perhaps Downtown perspective some consideration could be given to arrange the plantings so as to provide windbreaks for the winâ€" ter thereby making cold weather shopping a little more pleasurable. This goal would be in line with the report‘s objective of visual separation between the street and the sidewalk. One wonders how a downtown with paid parking could expect to compete with malls where the parking is free. Other reports have stated that some of the parking is used by downtown employâ€" ees. What actions are being taken by the store ownâ€" ers to overcome this problem, and what action would they be able to take? The problem of traffic naturally results form the narrowing of the street caused by the widening of the sidewalks. Alternate traffic routes are thereâ€" fore needed. As in the case of the parking, the conâ€" cept plan does not indicate where the routes might go, stating that traffic is the responsibility of the city and the region. . ’ I can appreciate the position of the merchants when they state that they don‘t want the traffic.
