The other five municipalities would all save money. Mayor Nelson had no doubt that five municipali- ties, the winners, would support the proposal while the two losers. The uniform rates would be arrived at by pooling the annual operating costs of existing sewage treat- ment plants and divide the total by the expected flow of sewage through those plants.
