We would like to tell councils to elect their commissionâ€" ers," said W.A. Smith, chairman of the local study with the question of rural debt. The Steering Committee agreed with the Waterloo report that Ontario Hydro should establish a line of credit to provide operating and capital fund requireâ€" ments between the date of incorporation and date of operation. For people addicted to the nicotine habit, people who Izve tried to quit smokâ€" ing éold turkey, or even people who have tried to cut down on the number of cigarettes they smoke, there is a solution to the smoking problem. â€" Another recommendation was that debentures should be issued on behalf of the SmokEnders is an organâ€" ization which does not use hypnotism, drugs, or scare tactics. In fact for the first five weeks of the program you are supposed to smoke. SmokEnders use their own tactics, like making members take orange juice toâ€" raise he blood sugar level in their bodies and they will bring down the level of nicotine in the smoker‘s body. They make members write out a list of why they want to quit smoking and make them fill out a profile card so that the member can focus on himself as a smoker. They make smokers do a lot of reading on smoking and they have many other techniques. The first meeting of SmokEnders in Kitchener was held October 21 at the Valhalla Inn and Carol Charkow. moderator (inâ€" structor) of the program stated some of the reasons smokers use, to tell themâ€" selves why they can‘t quit smoking. One of these is the fear of _ a weight problem. ‘"‘There‘s no reason to gain weight. The Steering Committee agreed with the recommendâ€" ation that each utility deâ€" signate its employees beâ€" fore they dissolve. The Waterloo report made the recommendation that any of the new utilities could enter into an agreeâ€" ment with Ontario Hydro to maintain the rural portion of the new utility for a perâ€" iod of time to ensure smooth transition of operating dutâ€" ies The Steering Commitâ€" tee agreed with this recâ€" ommendation. The Steering Committee‘s report has now been subâ€" mitted to the Ontario Hydro gain weight on purpose so they can go back to smokâ€" ing. We build weight control right © into the program," Mrs. Charkow said. s Some â€" smokers worry about their ability to conâ€" centrate without smoking. Mrs. Charkow said that studies show that you have a 38 per cent chance to reâ€" tain data when you‘re not smoking. Then there is the excuse that smoking relaxes you. The fact is that the heart of a smoker beats 10,000 times more a day than the heart of a nonâ€"smoker, Mrs. Charkow said. Mrs. Charkow said that a smoker at the age of 30 has the vitality and stamina of a 40 year old, a 40 year old smoker has the vitality and stamina of 50 year old and so on. * The next meeting of the SmokEnders program is on November 4 at the Valâ€" halla Inn. The program lasts for two houtrs each week and on Decéember 3 members will stop smokâ€" ing. After that members go to the program for four more weeks for reinforceâ€" ment and to prepare for a new lifestyle. Education plays a big part in the program but that‘s not all there is to it. Attitude change is also very important. an attitude change which will make you think of cigarettes as your very worst enemy.
