Letter to the editeorâ€" = > <= is ~~~ _ 5 C of mental health/ontario, Dr. Edward Bennett and Mr. Stanley Kurisko, Q.C., President of the Ontario Association for the Mentalâ€" ly Retarded. the lessening opportunity for consistent and regular dialogue with elected ‘repâ€" resentatives. He raised the fundamental question of who controls government? Does the community share control with its elected representatives, or do the elected representatives and their _ communities â€" find themselves controlled by technocrats in a governâ€" ment bureaucracy? On that date, March 13. 1975, the twentyâ€"nine branches of the Canadian Mental Health Association in Ontario, who work diâ€" rectly with thousands of Ontarians, _ presented _ a brief to Cabinet, convened a legislative breakfast with M.P.P.‘s to discuss their xconcerns. The brief repreâ€" sented the thoughtful proâ€" posals of volunteers in the communities throughout the province. Summarily, they asked for support of much needed _ communityâ€"based programs to . promote health, to prevent health problems and to provide. direct service for existing problems. The question raised to M.P.P.‘s was Do you know the status of these submissiens? Will any of them be tabled in the Estimates of April 7th? We would like to know. If they are not. what next steps follow? Dr. Bennett urged the legislators," the _ Acting Minister of â€"Health, Dr. Bette Stephenson. ° and Deputy Minister, Mr. Allan Mackley to probe the reasons for the failure of the government to act promptly â€" and â€" decisively on mental health/ontario‘s submission of one year After one year negotiatâ€" ing both locally and proâ€" vincially with our civil serâ€" vants, mental health/onâ€" tario was summarily briefâ€" ed by letter, that recomâ€" mendations for provincial funding and program deâ€" cisions were to be proâ€" cessed by the newly esâ€" tablished District Health Councils. No positive reâ€" sponse has come from the District Health Councils. Only one chairman of these councils felt obligated to send a representative to dialogue with guests at the Breakfast. In addressing the ninety Our concern is an honest his for branches are unable to adequately meet the needs. Not one M.P.P. from the North attended the Legisâ€" lative Breakfast. This is unâ€" fortunate because if they had attended, they would have heard expressed the frustrations _ shared by other M.P.P.‘s who also ,wonder who makes the decisions in their province. They also would have exâ€" perienced the committâ€" ment of the Canadian ~Mental \ Health Association volunteers from the North, one of which travelled thirty hours, round trip. by bus to attend. We hold you jointly reâ€" sponsible for a response to the brief which came from the Ontario Division office" _ stated _ mental health/ontario‘s President. Also raised _ was the Canadian â€" Mental Health Association‘s concern reâ€" garding the fact that not one M.P.P. discussed with the agencies and comâ€" munities they serve the projected cut backs in health before they occurred. Dr. Bennett enquired "Is this because you did not know they were to occur? If this is the case. then who represents us in govâ€" ernment? If you did know in advance, then why didn‘t you discuss the issues with the communiâ€" ties you serve?" & Dr. Bennett concluded by stating that there are no simple solutions to the complex issues we are facâ€" ing. Therefore it would be a mistake to create the exâ€" pectation that all problems would be solved at the conâ€" clusion of the dialogue. Rather, it is more realistic and useful to identify the broad concerns and to encourage dialogue as to how we can work more effectively with our elected representatives. Mental health/ontari0 wants to know where do we go from here?
