A Development Plan For A Growing Waterloo Waterloo is growing. It is the fastest growing municipality in the Region of Waterloo, having grown from 12.000 persons in 1951 to over 48.000 persons in 1975. The City‘s population has almost doubled every 12 years since 1951 and if the growth rate of the past continues, Waterloo could have 90.000 persons by 1986. The majority of growth in the City of Waterloo has been sustained by people moving to Waterâ€" loo. For example. in the period between 1958 to 1974 the City‘s population grew by approxiâ€" mately 20,000 persons and 62% of that populaâ€" tion growth was composed of people who moved to Waterloo from outside the City limits. People want to live in Waterloo for a variety of reasons including., a good job. attractive residenâ€" tial development, good shopping facilities, two universities and an excellent park and recreation system. Because of these factors, Waterloo can expect to face continued growth pressures in the future. There has been debate as to whether or not The City Of Waterloo Introduction the City should grow. Some persons would like to exclude future urban growth from Waterloo and keep Waterloo the way it is today. Others feel that Waterloo should continue to grow. The corner stone of this plan is that Waterloo will grow, but that development will be planned and controlled to enhance the economic and social stability of the City. If growth is going to take place. it will be quality growth that will provide a humane environment for those now living in Waterloo and those who will come to Waterloo in the future. The Development Plan containe& in this flyer is the basis upon which Council will be considerâ€" ing the future development of Waterloo. Council would like to hear your opinions on this plan; whether you agree or disagree and what you wish to see changed. In reviewing this Plan we invite the citizens of Waterloo to be critical questioners and to feel free to recommend changes to the Council of the City of Waterloo.
