Council has inu1tGfaceted role 49 Many people mistakenly assume that the main tale 49 ning Council is to coordinate the activities of various social agencies in the com- munity. However, that's only one small function of a multi-faceted organization interested and involved in all areas of human services. "There's a lot of mis- understanding about our role. There's an expec- tation that we can do what yd. yd. we weren’t set up lode," says Gate Bauman, the executive director of the social planning council. "We deal in a general sense with what could be called social policy, its development and imple- mentation." Social policy includes a wide range of topics from health, recreation and leisure , facilities to tradi- tional social services. _ In more concrete terms, the cmmcii's role in the community is focused in five main areas; the pool- ing and collection of in- formation on human ser- vices, the advocacy of im- provements or changes in the implementation of so- cial services, the coordin- ation of services between various social agencies, public education and con- sultation. “It's a citizens' organ- ization - a combination of people who are concerned about the social environ- ment, social issues and human services," said Ms. Bauman. Members of the social planning council come from all walks of life. The membership includes poli- ticians, volunteers from so- cial agencies and profes- sional agency people. "We don't belong to any section of the community but we have to deal with governments, citizens, groups, social organiza- tions and fund-raising Family Life program is explained to parents The Waterloo County sep- arate school board is trying a new approach this year to keep parents informed groups. "We try and urge the services in the community to coordinate themselves. However, coordination can only he done with their consent. We can't make them do it," said Ms. In response to an ex- pressed need for a better meais.ort-wheeis program for senior citizens, the council took a survey of the program and encouraged the Kiwanis club to expand and reorganize it. The social planning court- cil also helps groups in the community express their policy opinions to govern- ment groups. When region- al government threatened to cut off subsidies for private day care services this year the staff of the social planning council helped the mothers write briefs and organize peti- tions to keep the subsidy in operation. "They have done a ter- rific job of expanding the service to five days from one day a week... That's a good example of how we make connections between groups with needs and or- ganizations that can fill about the family life pro- gram. Another role of the coun- cil is to provide social data on the K-W area to governments considering new policies that will affect this area. The information centre of of information files listing social services, organiza- tions and facilities. Access to this information is pro- vided free to the public and tn governments. Another area of council activity is the volunteer bureau. The volunteer bureau coordinates the recruitment of hundreds of volunteers each year for dozens of local organ- izations and agencies. Defining the role of the social planning council completely is an impose sibility since its actions and involvement vary from day to day and from issue toissue. A free clinic for people who telephone the council with legal problems is held each Tuesday night at the social planning council offices. Lawyers are provided through the Legal Aid program. Summing up the general philosophy of the council she said "We try to make sure social policies are plan- ned. Quite often they're not." Family Life program co- ordinator Florence Fleming said she hopes the informa- tion sheets will prepare parents for the concepts and ideas scheduled to be pres- ented to the children at each level of the program. "With this information we feel that parents will be bet- ter able to participate in and assist the child's family life education," said Mrs. Fleming, - -, 528 Victoria a N., tum (Be-ids Wm Bah-i.) 755-8186, After houm 5757154 lam 1tsekorahowrot- DISTU$ THE ADVANTAGE SHOULD YOU PURCHASE YOUR CEMETERY MEMORIAL AHEAD or SUPERIOR MEMORIALS
