Nevertheless, the autho- rity membership voted to hold a special meeting as soon as possible after the report of Judge Wilfred Leach from the flood in- quiry is released, which will probably be in the next month. Despite the discontent of some of the newer members, the authority voted down the proposal of Morley Rosenberg of Kitchener to postpone the budget de- bate. Chairman Bauer pointed out that the increase was a result of two things- the dam at Guelph and the pur- chase of the valley lands in Cambridge. The money from the dam will be recoverable from the province, he stressed. Several members from the southern portion of the watershed. challenged the size of the budget, consider- ably larger than last years' ' 8.9 million. Claudette Millar, former mayor of Cambridge and also a new member of the authority seconded his re- marks, calling the budget a "fail apcompli." James Rott, a biologist from the University of Guelph/and a new member of the authority said he felt incapable of proper- ly judging the budget be- cause he had not seen what had gone into the prepar- ation of it. Although the member- ship approves the proposed budget of t 14.3 million, it was not without some mis- givings. Nineteen of the M mem- bers of the authority are new this year and there was some sign of a shift in attitude. The only precaution to be taken. she said, was that the meeting would have to be closed because of the pending court case. After the motion was ruled out of order, Mr. Rolf stated that he would be bringing the matter up again at a later meeting. Robert Wagner of Kitch- ener first objected to the fact that Mr. Rosenberg seconded Mr. Raff's motion while he was the plaintiff inthecourt action. Mr. Rott suggested that the reconsideration might allow the matter to be settled out of court and Mrs. Millar pointed out that the authority could change its previous decision any time it wanted, no matter whether the matter was before the courts or not. Still, Mr. Bauer felt the issue should not be dis- cussed since it was before the courts.
