The Waterloo County Board of Education has a unique system for spotting leaks in school roofs. When the film is develop- ed, the areas where water and moisture have seeped into the roof and underlying insulation will appear as dark spots. Several school roofs have recently been equipped with such a monitoring system. The problem is that most of today's schools have flat roofs which are supposed to be impervious to water. However they are subjected to tremendous temperature differences - often as much as 200 degrees fahrenheit in summer - between the outer and inner surface. Water seeps in, freezes in the winter, and creates more water and damage. In the past, the board al- located only $75,000 a year for roof repair on the assumption that the average roof will last 50 years be- fore it needs replacing.
