"I am not opposed to lights but rm absolutely opposed to cross walks in Waterloo," Epp said, add-, ing the cross walk install- ed on King St. in downtown Waterloo was responsible for a number of accidents. The city's chief engineer, James Willis, said he could appreciate council's con- cern over the installation of a cross walk but "there is absolutely no warrant for lights at that intersection" according to his depart- ment figures. "We might not need traffic signals now but they might meet the needs of the future. It doesn't seem like good plan- ning if we have to wait for an accident before we do anything." Lemon said the Ministry of Transportation and Communication _ - figures established for the installa- tion of traffic signals were devised by experts and they are the best criteria available to appraise the situation. Both Lemon and Willis are opposed to the installation of lights in the area. Council was informed the cost of installing lights would not receive assistance from the ministry and the total cost would have to be assumed by the city, would only affect accom- modation for three or four vehicles. The ROPP is scheduled to come into effect this week but the administrative committee wants the city' to requesLa delay from the region pending three com- mittee suggestions. Another request made to council calls for the ROPP to be more specific in its proposals and that the plan identifies regional issues. A policy statement outlining the region's plans in dealing with these issues was also requested. The committee suggested that Waterloo request the ROPP be rewritten in a manner that is easier to understand for the general public, municipal officers and administrators. The committees recom- mendations have been sent to the region for consider- ation.
