At that time Harold wanted to know what was going on at the administrative level. Little did he know at that time where this decision would lead him. According to him, it is far too early to damn reâ€" gional government because it is still at an organizational level. "I campaign â€" everyday because I don‘t believe in putting on a pressure camâ€" paign at certain times. Everyday 1 meet someone I‘m campaigning. It‘s not something I do consciously. If I meet someone on the street and talk to them it is a form of campaigning. There‘s no way everyone in the city is going to know me â€" personally especiall‘ the way Waterloo is growâ€" ing. So you have to go on your record. It‘s the reâ€" putation of the politician that should decide whether or not he should be elected. I‘m constantly being acâ€" cused of being political.
