Col. Hugh J. Heasiey, a long time resident and comâ€" munity worker in Waterioo United States before coming to the Twin Cities in 1939 to manage Carling Breweries Ltd. in Waterloo. Col. Heasly advanced to viceâ€"president and general .anager of the plant before retired after 11 years of service. During that time the breweryâ€"increased its‘ production by 500 perâ€" attack at St. Mary‘s hospiâ€" tal. The 90 year old former ment consultant in various The Kâ€"W Citizen of the Year award was given to Col. Heasley by the Jaycees in 1959. He was the second to receive the award. During the First World War, Col. Heasiey served with the Canadian Army Service Corps and was menâ€" tioned in dispatches three times. In 1917 he was aâ€" warded the Distinguished Service Order and the Croix De Guerre by the French government. For his long service he received the Victoria Decâ€" oration in 1927 and retired with the rank of lieutenantâ€" colonel. When the 50th anniversary ceremony at Vimy Ridge in France was held on April 9, 1967, Col. Heasley was chosen to represent the Canadian â€" Army Service Corps. During that same year, he was in the first group of 98 people to be awarded Canada‘s second highest honor, the Medal of Service by the governorâ€" general. Col. Heasley was also active in scouting and was first recognized for his serâ€" vice to the movement when he received the Medal of Merit from theâ€" Montreal district council in 1941. He was appointed local district â€" commissioner â€" in 1943â€" and held that position until 1954. During that time the number of boys and leaders increased from 700 to 1,500. He was also a charter member of the Waterioo Rotary Club when it was formed in 1963. In January of 1972, the Waterloo Club held a special night honâ€" oring him for his involveâ€" ment in civic activities and the boy scouts. A plaque was later installed in a park named after him in Lake shore Village. The list of Col.
