PU Right now people who believe themselves to be humane are atâ€" tempting to force the Ontario government to withdraw proposed legislation which is needed to alâ€" leviate the suffering of those who are sick. Bill 194, an Act respectâ€" ing the care and provision of aniâ€" mails for research, seeks to estabâ€" lish the principle that animals which are presently destroyed in the public pounds should be sold to universities where those who treat the sick are educated and the search goes on for ways to prevent and cure disease. We would all oppose the use of pets in research and Bill 194 enâ€" sures that they will not be obâ€" tained for these purposes. Where there is none now, this Bill would set a minimum redemption period across the province to give pet owners time to find lost animals; pound keepers woulgd have to notiâ€" fy, by law, the owner of any aniâ€" mal bearing a tag or tattoo. Aniâ€" mals not claimed by their owners could be held indefinitely and sold or given away to anyone wanting to adopt a pet. Only those which would otherwise be deâ€" stroyed could be sold for teaching and researchâ€"not sold to dealers but directly to registered and inâ€" spected research facilities. Dealâ€" ers who buy dogs and cats for resale to laboratories are eliminâ€" ated under this bill. The inhumanity of man to his fellow creatures is a frightening thing! Research â€" institutions would also be controlled under Bill 194. They would have to meet high standards before they would be registered. They would be inspectâ€" ed regularly by qualified employâ€" ees of the veterinary services branch of the Ontario Departâ€" ment of Agriculture. These inâ€" spectors would be responsible to the public through the elected government just as policemen and firemen are through the municiâ€" pal and other governments. _ _ in Kâ€"W reach Area director for the Western Ontario region is D.
