As this is the the only use France has for urâ€" anium, Paris has naturally deâ€" clined such guarantees. But in Vietnam, where Canada is a member of the threeâ€"nation International Control _ Commisâ€" This is why Canada is unable to exercise any control over how the US. uses war equipment bought from this country. This country‘s defenceâ€"sharing agreements serve a dual purpose: to eliminate unnecessary duplicaâ€" tion in weapons manufacture, and to give Canadian industry a slice of the war profits pie into which Washington pours nearâ€" ly 50 cents of every dollar colâ€" lected from American taxpayers. The catch is, of course, that Canada has no voice in how or where the Made in Canada goods will be used. They could be alâ€" lotted to the North American Air Defense Command, or to the beleagued Marine detachment at Khe Sanh. As a signatory to defenceâ€" sharing agreements with the United States, Canada receives military equipment from south of the border, and sells the U.S. war materials ranging from inâ€" fantry goods to transport planes. In Communist parlance, this is the final stage in the strugâ€" gle against imperialist aggresâ€" sion. The stage which the war in Vietnam has now reached bears all the signs of the classic civil revolt which after years of sporâ€" adic guerilla fighting, goes over to a general offensive. Meanwhile, profiteering runs rampant â€" eggs sell for 35 cents each in Saigon â€" and the World Health Organization says bubonic plague and cholera is raging throughout South Vietnam. There is no doubt that the Communist offensive has dealt the U.S. a bitter setback. The offensive came, ironicalâ€" ly, just at the time scheduled for the Lunar New Year truce. But Saigon cancelled the scheâ€" duled 36â€"hour truce a mere 45 minutes before it was to have gone into effect. The Communâ€" ists answered with their massive attack. It must be presumed they had planned to go over to the offensive immediately after the truce. Despite declarations by Presiâ€" dent Johnson and South Vietâ€" namese president Thieu that the Viet Cong has failed to win its o bjectives, Saigon continues under: seige, censorship remains in effect, and the country seethes under martial law. The new phase in Vietnam, where the initiative passed out of American hands and into the hands of the Viet Cong, clearly shows that the Communists are able to retain control of large sections of the country and gain new recruits to their cause. The first lesson to be learned is that the U.S. bombing of the north was unable to prevent the Viet Cong from mounting new uprisings, just as it failed to stop the flow of North Vietnam troops and supplies to the south. In the light of the recent Viet Cong offensive against both the big population centres and U.S. bases such as Khe Sanh, what chance now of peace in Vietnam? This body was set up to obâ€" serve the uneasy peace between the two Vietnams after the 1954 Geneva Conference, which settled the Indochina war with France. But the ICC has been powerless to prevent the incursion of North Vietnamese regulars into the south, or the occupation of the south by U.S. troops â€" both acts being violations of the Geâ€" neva accord. â€" sion, we are in no position to deâ€" mand such guarantees.
