Kâ€"W _ Collegiate principal, C. R. Philp, advised the board to be cautions mbout voting for such a recommendation, But the board of East Elgin District High School decided not to let it rest there. It has circulated a suggestion that Dr. Hall‘s proposal be studied at the Associated High School Board‘s convention held this past Tuesday and Wednesday at Lakeview. It has asked supâ€" port for the recommendation from â€" numerous â€" boards throughout the province. ‘ No action was taken on Dr. Hall‘s suggestion at the conâ€" vention. Teachers in training now spend ecither three. or four years at university and then attend the Ontario College of Education, Toronto, for anâ€" other year. It is operated by the Department of Education. He said if students could be given teacher training during regular university courses it would shorten their school years and uiltimately supply more teachers, He felt this would help alleviate the teachâ€" er shortage reputedly present in the Ontarip system. The original suggestion was promoted by Dr. Gâ€" E. Hall of London, Ont., president of the University of Western Onâ€" tario. THE WATERLOO (Ontario) CHRONICLE There are two ways that the threeâ€"fifths requirement works If a city has lHiquor sale it takes 60 per cent of the wvote against i to close the hars. .. The threeâ€"fifths requirement applies only to valid ballots cast in the election, Spoiled ballots are ruled out of the compatation. At the 1957 session of the Legislature, this was al changed: The act was amendâ€" ed again to put all cities im the same class, no matter what the population. Now it takes a threeâ€"fifths affirmative vote to bring licencing of liquor lounges and dining lounges. The amended act left the way open for the inference that if a 41â€"perâ€"cent vote were cast for liquor sale, the board could issue licences. The inâ€" ference was never put to the test because there were no votes under that amendment. However,‘ a board official says he doubts that the board would have issued licences without a strong affirmative vote, possibly as much as threeâ€"fifths. j took steps to provide the vote in 1956, but its amended law had a backward look to the man in the street. It gave the cities of 40,000 a vote but said that if a vote were held and threeâ€"fifths or more of the ballots went against liquor sale the board could not issne licences. By inferefnce, that left the way open for issye of licences in any city of more than 50,â€" 000. Unfortunately, it didn‘t work but that way. Set up to administer the act, the Ontario Liquor Licence Board, decidâ€" ed as a matter of policy that it wouldn‘t issue licences in any other than the five cities without an expression of pubâ€" lie opinion, But any city over 50,000 couldn‘t even have a wote since the act didn‘t perâ€" vote. * In 1947, when the act was passed, it provided automaâ€" tically for sale of liquor by the glass in five Ontario cities which then had a population of more than 50,000 They are Ottawa, Toronto, Hamilton, London and Windsor. At the same it time it set up machinâ€" ery for votes in centres under 50,000 which could, get licences Until a year ago only a comâ€" munity under 50,000 eould hold a vote on introduction of eocktail bars and dining Jounâ€" Liquor Licence Vote Scheduled For May 30 The vote in Kitchener scheâ€" duled for May 30 on liquor sale is the first in a city of 50,000 population or over unâ€" der Ontario‘s Liquor Licence Act since it came into force 10 years ago.
