Commission, composed of five eminent U.S. citizens, warns that men are more important than material. "Without trained men with high morale, material is useless." It warns that U.S. will not again be given time, as it was in 1914 and 1939, to get ready for war. "If we do not train fighting men beforehand, we certainly will not have time to train them afterward." ‘This does not mean U.S. must keep a large standing military force, "massive and expensive through the decades." Instead, comâ€" mission suggests large, trained reservesâ€"Twentieth Century Minuteâ€" mer. Proposal is that all young men should be put into uniform at 18. Choosing by lot, some would do two years‘ military service; others would get six months‘ training. Those who got six months‘ training would be considered reserves for the following seven and a half years, subject to immediate callâ€"up in an emergency. They could shorten this time, however, by training with reserve units. Commission says: ~ .‘"We proclaim equal rights, equal benefits, and equal opportunity for the pursuit of happiness. Conversely, we : should all share equally the oblixlfion to serve the nation, to protect it and sacrifice for it.
