Measure Unfair, Says Ratz. Reeve Ratz of Waterloo took exâ€" ception to the clause urging the government to bar keavily loaded trucks from the highways from November to April. This, he conâ€" tended, was unfair to trucking men. The Department limited the time from March 1st to April 30th and this was enough. Reeve Wagner reâ€" plied that it was merely a recomâ€" mendation and that the highway department would make the ruling. He had no objection to trucks using the roads when the ground was frozen during winter months. â€" Reeve Ratz believed that the council should finance on 1‘% mills for roads which could be done in times of stress and asked where the money is to come from to take care of the two mill rate. Engineer Explains » County road superintendent Emery at the suggestion of Reeve Ratz exâ€" plained that he accepted the position at $2,500 a year but was surprised to learn later that he was expected also to take care of the Kitchener and Galt suburban roads of sixteen miles. He was therefore entitled to $400 additional salary which was included in one clause of the road committee report. _ Mr. Emery showed how he had saved the county money when taken office. He disâ€" covered that the county had not received an additional grant of $18,000 in 1931 to which it was entitled and through his initiative it had been paid.
