"That the board shall issue farm loan bonds to make longâ€"term loans to farmers, and the Government of Canada shall provide initial capital for the board to an amount not exâ€" ceeding $5,000,000 and subscribe an amount of 5 per cent. of the capital stock as foans are made by the board "The Government of each Prov: ince in which loans are made shall be required to subscribe to the capiâ€" tal stock of the board as loans are made in such Province an amount equal to 5 per cent. of the said loans, and each borrower an amount of 5 per cent. of his loan, payable at the time the loan is made. The‘ loans shall be made on the security of first mortgage on farm lands. The interest rate shall be such a rate in excess of the interest payable on the farm loan bonds as is sufficient to provide for the expenses of operâ€" ation. The farm loan bonds shall be legal investments, and may be purchased by the Minister of" Finâ€" ance provided that the amount of such bonds held by him shall not at any time exceed» $15,000,000, and the amount of any payment by the Government of Canada on account of capital or the board or as payâ€" ment for farm loan bonds purchased shall be paid out of the Consolidated Revenue Fund on the authority of the Governorâ€"inâ€"Council." Not Entirely Approved. While the proposed legislation meets in a general way the views of the Progressives and Western Liberals, there are two features of an essential character which, it is understood, do not meet with the entire approval of the Progressives. One is the absence of a Government guarantee of bonds, and the other is the omjssion to fix a maximum rate of interest on the farm loans. As outlined in the bill, it is underâ€" stood the scheme will work as folâ€" lows: The Land Bank directorate will .be organized: the Provincial boards will be formed; loaning will commence. When_loans are approved the bank will obtain the necessary mondy by a temporary advance from the Federal Treasury, leaving Land Bank bonds as security. Then when a considerable amount has been loaned the bank will float bonds in the open market onâ€" the securities of the mortgages. With the money thus raised the bank will redeem the bonds held by the Federal Treasury by repaying the advances. ‘This procedure will, be repoqed. Longâ€"Term Loans Provided For. The: bill provides only for longâ€" term loans. The life of a loan is not fixed, but it probably will be more than 30 years. . The Federal board is to be comâ€" posed of four mémbers. The Minisâ€" ter of Finance is to be the Chairâ€" man. ‘Then one of the other three directors is to be selected as Presk dent, and he wills be the chief exeâ€" cutive officer of the bank. He will serve for. a term of years to be designated by the Federal Cabinet. The other two directors are to be appointed for three and six years reâ€" spectively, and thereafter every six years. This will mean that a direcâ€" torship will become vacant evety six years. Next come the Provincial boards, which, under the terms of the bill, are to act as agents for the central board. Each â€"Provincial board will of Board. 4. To consider any matter of ;on-‘ lm-nl interest that may be ‘submitted. . The Method of. Financing. | ‘‘The financtal section of the bill covers the method of financing in detail. The capital stock of the Land Bank is not limited. It is to be issued in shares of $1 each, and the Dominion Government is to sub scribe for $5,000,000 of stock and consist of five members, three to be nnm,nmpmwm ment and two by the borrowers. Duties of Advisory Council. % Of these three bodies the Advisâ€" ory Council is the only one whose duties are set out in detail. ‘The Advisory Council shall meet at least ouce a year on the call of theâ€"Fiâ€" nance Minister for the following purposes : 1. To discuss the general progress of the Land Bank. 2: To consider the annual finanâ€" clal statement of the Board of Dire¢â€" tors. 4. To advise as to dividends to be paid. to stockholders. pay $1,000,000 im cash. This $5,000, 000 subscription by the Federal Government is to be the foundation capital of the Land Bank. Advances to borrowers shall be made on first mortgages security on farm lands, and only up to 50 per cent. &f the appraised value of such lands, and 20 per cent. of the perâ€" manent insured improvements. Howâ€" ever, no loans made to one person shall exceed $10,000. Loans may be granted for the folâ€" lowing purposes: 1. To provide for the purchase of land for agricultural uses, including stock raising and dairying. 2. To provide for the purchase of fertilizers, seed, live stock, tools, machinery and other implements and. equipment necessary to the proper operation of the farm mortâ€" gaged. 3. To eréct buildings or make permanent improvements tending to increase the productive value of the landy such as clearing, draining, fencjng, etc. 4. To discharge liabilities already accumulated. 5. For any purpose which in the jndgment of the board. may be reaâ€" sonably comsidered â€" as improving the value of the land for agricul tural purposes. Exclusively for Farmers. It is further provided that loans shall be made only to persons actuâ€" ally engaged in farming and whose experience, ability and character are such as to warrant the belief that the land to be mortgaged will be successfully cultivated.
