That the electors ui,fium“dd..wm co-wo‘l 1911 is evidenced <by the fact that everyâ€"member has been. ; returned to serve during the ensuing year. sen-mmlm you, . gentlemen of last year‘s Council at being.reâ€" and J wish. to ex % congratulations also to the new members who have been electe fill the additional seats required for thig year. 3A While ‘the Council of 1912 is a large body and might be conâ€" sidered unwieldy, I have no {fear that its size will be: detrimental to the carrying out of its business, I welcome you all most corâ€" dially apd sincerely hope the Town‘s interésts ‘may ever . be (your own interests, ‘and that all business may be conducted in a broad, impartial and ~friendly â€"spirit:"" wela bige A There will be many questions of great importance during & year that will require your earnest: and caréeful consideration, . t among them being the Town‘s separation from the County, of Watâ€" erloo, the Town having now reached the required population to enâ€" title it to become a City. > I am still of the opinion that steps should this year be taken to erect new Municipal Buildings, the present. accommodation W inadequate, while the old ‘building is also unsightly .and ussafe, My desire is to see the closest relations between â€" the â€" ‘Town Council and the Commissions and a thoroughâ€" harmony: between the Council and the various Boards. . Appeals for the usual financial asâ€" sistance were received from J. Ross Robertson, Chairman of the Trust, for the Hospital for Sick â€" Children, and Arthur Gate, Collector of the Canadian _ Free Library _ for . the Blind. t ~The Municipal World solicited . for subscriptions. 3 ‘The Waterâ€"works Byâ€"law which was. recen ratepayers will greatly improve the facilities missioners Aiter the completion of the general lighting of the town, I hope that the lighting of King street will also be taken up. The Board of Park Management promise us a clear lake of fresh water for 1912 and ever afterward. I trust that body will be in a position to arâ€" range with the assistance of private capitaf to â€" provide the park with a grandstand, the need of which is felt. 5 In these growing times it is important that the name of the town of Berlin, soon to be a city, be kept well advertised. _Other places are securing new industries and we should receive our share as well. In order to accomplish this effectively, . the appointment of a «*publicity‘" man should be considered and possibly a commitâ€" tee of the Town Council could be selected to deal with all â€"â€"matâ€" ters pertaining to the proper advertising of Berlin and the securing for it more factories. i e o Tamas HAms PMR HE ‘Town Engineerâ€"Johnston presented a brief report and a plan of a Rew sewer trupk line which it is proposed to construct in the West Ward. Town Clerk Millar submitted cerâ€" tificates of the vote on the ~various byâ€"laws carried by the ratepayers on election day. ‘The audited financial statement . of the Stréet Railway and Light ,Comâ€" mission were presented by the Town Auditor. 4 ‘Then followed an hour‘s discussion on whether all the members of the ‘Council should be members of all ‘mnml or whether the . various ‘committees should be small in numâ€" ;m. Alds. Kranz, Clement and Gross were the champions of the big comâ€" ]mlnoo idea and almost carried their contention, a division of 9 to 8 (eâ€" ‘After the communications had been presented the Council resolved itself into a striking committee to . strike the various committees for the year. Instead of retiring to the committee room on account of it being too small ~~ In the matter of railroad Tacilities, there is no doubt that imâ€" provements. will follow. Radial linesâ€"cannot come too thick, as they are the best feeders to the town‘s business. . Any reasonable. proâ€" positions that will benefit the town, should therefore be: taken up for consideration. mA Pag" y s ; to ~accommodate. the increased numâ€" ber of members the committee . .teâ€" mained in the Council Chamber.. , Mayor Schmaiz presided and . the first order was the appointment _ of the Chairman of the Finance _ Comâ€" mittee..
