In order that the elecâ€" tric scheme might .go through it would be necessary that Windsor and district should contract for 5,000 horsepower. Of that amount 4,000 horsepower, he thought, would be taken for ‘the operation of the trains passing through the new tunnel under the Detroit river, and he had little doubt, therefore, that Windsor would come into line. Mr. Shepherd _ menâ€" . tioned thatâ€"if~ the. export of ‘power were permitted â€"15,000 _ horsepower could easily be disposed of in Deâ€" ‘ troit, which would reduce the cost to Windsor to $28 per horsepower.
